I think that we now have very strong evidence that DNA is the most compact technology for storing boolean or logical information in our world. This information is also colloquially referred to as digital information.
The justification for such a claim are:
In the last half dozen years (2013-2019) we learned how to scan or sequence these DNA codes in all kinds of lifeforms & we know the precise atomic structure of both the A-T & C-G link & associated framing structure. It is clear that the links require less than 100 & more than 10 atoms each. Therefore, in order to beat Nature (evolution) we would have to get down to the range of ten to one atom per bit, i.e. quatum computing, which is the yet unrealized dream of Physics. The latter, in general, is unaware of the fundamental issues of complexity & computability.
Even more exciting in the last few months of 2018 strong evidence surfaced that DNA technology is being used by nervous system cells to store for life all the information an animal learns day to day!! All of this will be treated in greater detail in subsequent sections.

IIT gives an answer: more neurons equals more information, but not more integration. A closer look at the cerebellum reveals that its neurons are far less interconnected than in the cerebrum.
What is interesting about this quote are the two figures 86 & 69, which are widely quoted in the pertinent scientific literature, & in particular the ratios 69/86 = 80.23% or given the estimation errors should be read as 80%, and its complement (86-69)/86 = 17/86 = 19.77% = 20%.
The 80%/20% split is a characteristic of power laws that apply to hierachically organized systems & was discovered by the Italian Scholar Vilfredo Pareto when he studied the distribution of lands in Italy in the 19th century & found that 20% of the people owned 80% of the land. The same law has been seen to control hierachically organized commodities, systems, social organizations, etc..
Thus what is interesting about the previous, and many similar quotes, is that they suggest the Cerebrum as the hierachical control boss of our minds & the cerebellum, as the animal brain, which takes care of all the internal & external functions we share with our vertebrate & more distant cousins. Humans are not the only species to have a cerebrum. Our sibligs, the great apes, also have one, but ours has by far the largest number of neurons. Future research will shed light on finer architectural distinctions between distinct species brains.
The fact that the Pareto ratio arises in so many different disciplines & contexts strongly suggests that it reflects intrinsic logical, that is mathematical principles. A possibility might be that, as is well known, the effective branching ratio in a tree like power structure ranges over the span 2 to 6 reports with an average of 4.
In a 3-D world the simplest & most symmetrical pyramidical cell is the square based pyramid. Structures composed of such pyramids would obey a Pareto principle. By the way, if this argument or an alternative one would establish the logical necessity of the Pareto principle that would refute the rationality of Marxism & similar egalitarian ideologies.
